Tips From a Photographer
If you’ve ever seen photos of San Francisco City Hall, you can immediately understand why it has become one of the most sought-after wedding locations in the Bay Area. From the grand marble staircase to the elegant fourth-floor rotunda, every level of this historic building offers breathtaking architecture and unique photo opportunities.
But what many couples don’t realize before planning their wedding here is that timing, location selection, and logistics play a huge role in how your experience—and your wedding photos—turn out.
As a photographer who has documented weddings inside this iconic building, here are my best insider tips for planning a San Francisco City Hall wedding.
1. San Francisco City Hall Weddings Are Only Monday–Friday
One of the first things couples should know is that San Francisco City Hall weddings take place Monday through Friday during normal business hours.
Because City Hall remains open to the public, you will be sharing the building with:
• other weddings
• tourists and sightseers
• government employees
• scheduled civic events
This means the building can become quite busy, especially later in the day.
Planning your timeline strategically can make a huge difference in your overall experience.

2. The Best Ceremony Time Is 9:00 AM
If you want the most relaxed experience and the cleanest backgrounds in your photos, book the very first ceremony slot of the day at 9:00 AM.
This provides several advantages:
• Priority access to the grand staircase
• Fewer tourists in the building
• Less competition with other weddings
• More flexibility for portraits afterward
The early start gives you a head start on photographing some of the most iconic locations inside City Hall before crowds build up.

3. Arrive Early for Private Portrait Moments
If your timeline allows, I highly recommend arriving around 8:00 AM for a first look or quiet portraits before your ceremony.
During this early window we can capture romantic moments in areas like:
• the grand staircase
• upper balconies
• elegant archways
• window light along the corridors
These early morning pockets often provide the most intimate and unobstructed photos of the entire day.

4. The Fourth Floor Rotunda Offers the Most Privacy
If the first ceremony slot is unavailable, another excellent option is booking a ceremony on the Fourth Floor Rotunda.
Because it is located on the very top level of the building:
• tourists are typically not allowed upstairs
• background distractions are minimal
• the environment feels more private
In most cases the only activity happening nearby will be another wedding ceremony, which makes this one of the most controlled spaces inside City Hall.

5. Late Afternoon Ceremonies Create Beautiful Outdoor Light
There is one advantage to choosing the last ceremony time slot of the day.
The lighting outside City Hall becomes absolutely beautiful toward the end of the afternoon.
This creates an opportunity to photograph:
• dramatic architecture with warm sunlight
• romantic city-scape portraits
• artistic images using the energy of downtown San Francisco
Taking advantage of the movement of the city around this opulent building can add a stylish, editorial feel to your gallery.

6. Don’t Skip Memorial Park for Photos
Many couples don’t realize that Memorial Park sits directly behind City Hall and provides a wonderful additional photo location.

This small park offers:
• greenery and trees
• clean architectural lines
• views of City Hall’s dome
• a quieter environment away from the front entrance crowds
It’s a perfect spot for couple portraits or group photos after the ceremony.

7. Check the City Event Calendar Before Booking
Because City Hall is an active government building, there are occasionally large civic events, political gatherings, or public celebrations that take place there.
Before selecting your wedding date, it’s a smart idea to check:
• City Hall event calendar
• major San Francisco festivals
• sporting events or parades
These can sometimes create unexpected traffic or visual distractions around the Civic Center area.
8. Guest Count Rules at San Francisco City Hall
Guest capacity depends on which ceremony option you choose.
Civil Ceremony (Clerk’s Office)
• up to 6 guests total
• short ceremony performed by a Deputy Marriage Commissioner
Private Ceremony Locations
Private rentals allow much larger guest counts, depending on the space:
• Mayor’s Balcony – up to about 40 guests
• Fourth Floor Gallery – up to 100 guests
• Rotunda – up to 200+ guests
(Always confirm current limits with City Hall when booking.)
9. The Mayor’s Balcony: Beautiful but Busy
In my opinion, the Mayor’s Balcony is one of the most beautiful ceremony locations inside City Hall.

It offers:
• a stunning architectural backdrop
• dramatic height and scale
• classic San Francisco elegance
However, it is also one of the most visible locations in the building, which means it often has more activity happening in the background.
Couples who choose this location should work with a photographer who is comfortable with:
• advanced lighting techniques
• working around crowds
• detailed background retouching when needed

10. Hire an Officiant Who Knows City Hall
While City Hall provides civil ceremony officiants, many couples choose to hire their own officiant to personalize the experience.
Two excellent officiants who regularly perform ceremonies at City Hall include:
• Equal Opportunity Officiants
• Vows and Forever Officiants
Experienced officiants who understand the timing and flow of City Hall weddings can make the ceremony feel more meaningful while still working smoothly within the building’s schedule.
Why San Francisco City Hall Is One of the Best Wedding Venues in the Bay Area
San Francisco City Hall is truly one of the most breathtaking and accessible wedding venues in Northern California.
The architecture alone rivals many European landmarks, yet couples can marry here without the massive costs associated with traditional luxury venues.
With thoughtful planning—and the right team supporting you—it’s possible to create a wedding day that feels both intimate and iconic.
